The answer is Charlie Chaplin.
I wouldn't have gotten this one. It needs a few more details...perhaps you could describe how he walks? (How about that characteristic "duck walk" with the twirling cane from Little Tramp?)
Your first two sentences are too general, but I like these details: suit and tie, hat (it's a bowler hat, I believe), curly dark hair, "colorless world," and tiny mustache.
